The placement or storage of chemicals, petroleum products or by-products, fertilizers, insecticides, pesticides, lime, cement or other material that, when inundated, will contribute to or constitute a hazard to life, health and safety, and/or adversely affect the quality of surface waters is prohibited within the areas of special flood hazard.
